Abstract

The article analyzes the Russian Empire’s policy of resettling the peasant population to the Turkestan region from the late nineteenth century to 1917. It examines the military-political, agrarian, and demographic objectives of the resettlement process, the legal documents regulating it, and the activities of administrative institutions. The study demonstrates that opportunities for settling migrant populations varied across the Semirechye, Syr Darya, Samarkand, and Fergana regions, with land and water resources, population density, and existing economic systems playing a decisive role.
