This article analyzes the socio-philosophical conditions for applying positivist methodology to the transformation of local representative government. Drawing on the example of reforms implemented in Uzbekistan, the study examines the role of empirical evidence, objectivity, verification, and forecasting in governance. It also considers the limitations of absolutizing the positivist approach and substantiates the need to integrate it with other methodological approaches.
