Abstract
This article examines the organization of mechanisms for incorporating youth opinions at the mahalla level, not as a practice limited to one-time meetings or the reception of appeals, but as a recurring and accountable institutional process. Based on a survey conducted in 2026 among 755 young people who had experience interacting with a mahalla youth leader, the study analyzes the quality of youth leaders’ activities, the main categories of requests, the status of problem resolution, and demands for improving the system. The findings indicate that communication and transparency, social assistance, interagency cooperation, employment support, and follow-up until problems are fully resolved constitute priority areas for institutional improvement. As a scientific contribution, the study proposes a five-stage feedback cycle consisting of “listening – recording – analysis and prioritization – implementation – reporting back on outcomes.” This model is designed to ensure that young people's voices influence decision-making, responsibilities and deadlines are clearly defined, and final outcomes are communicated back to the young people concerned.
