abstract: This article provides a scientific and theoretical analysis of the functional transformation of internal affairs bodies in the context of the development of civil society institutions, namely their transition from a traditional law enforcement system to a modern institution based on social service, prevention, and cooperation. It also examines the role of internal affairs bodies in strengthening the institutional stability of civil society and legal culture, their mechanisms of interaction with the public, and a new governance model based on the principles of openness and transparency. The article further analyzes the role of internal affairs bodies in the context of democratic reforms, as well as their preventive approaches to social control and crime prevention.
