It analyzes the transformation of theoretical and methodological foundations of special education in the transition from a medical to a socio-cultural model of disability. Particular attention is paid to rethinking key concepts such as "norm", "deviation", "special educational needs", and "inclusive environment". The necessity of an interdisciplinary approach to inclusive education development is substantiated.
