Grounded in the principles of institutional complementarity and subsidiarity, the study elucidates the degree of interaction, limitations, and potential of traditional social institutions in conjunction with the macro-structures of the welfare state. Evading the mere idealization of the role of the mahalla and family in society, the author critically examines the mechanisms of their integration within the legal-institutional framework, their function in social capital formation, and recent reforms executed under the "service state" paradigm. Consequently, a three-tiered model (identification, mediation, and support) outlining the involvement of the mahalla and family in constructing a welfare state is proposed, establishing the necessity of balancing these institutions with professional social services.2026-01-01Article
