      "abstract": "This article examines the theoretical and methodological foundations for ensuring a balance of interests in youth policy and scientifically substantiates a conceptual model designed for its practical implementation. The study employs a systems analysis approach to explore contemporary strategies for balancing the interests of young people. As a result, a conceptual model is proposed, comprising axiological, legal-regulatory, institutional, communicative-deliberative, economic-resource, cultural-educational, and information-digital components. The research also identifies the key principles underlying the model, including justice, inclusiveness, transparency, subsidiarity, dialogue, and reflexivity, together with mechanisms for identifying interests, balancing competing priorities, managing conflicts, and monitoring implementation. Practical recommendations are developed for applying the conceptual model in the context of New Uzbekistan across public policy, local governance, education, the economy, civil society, and digital transformation. The study concludes that ensuring a balance of youth interests is a crucial prerequisite for sustainable social development, effective public governance, and the advancement of civil society.",
