TI  - INSTITUTIONAL EVOLUTION OF RUSSIAN BANK CAPITAL IN TURKESTAN: FROM MEDIATION TO COLONIAL CONTROL (1870?1917)
N2  - This article analyzes the institutional evolution of the banking system in Turkestan during the period of the Russian Empire. The study is based on the 1897 annual report of the Kokand branch of the Moscow International Trade Bank, as well as credit, court, and credit-cooperative statistics from 1908?1917. The findings show that the banking system moved from a mediating stage to a stage of monopolistic control, with private bank capital extending five times more credit than the state bank and directing most of it toward the cotton industry, while credit cooperatives were deliberately restricted through state policy in the Fergana Valley. This restriction led to the emergence of a large informal credit market outside the official banking system. The article concludes that the banking system in Turkestan developed not according to independent economic logic, but in subordination to the strategic goals of colonial administration.
