%X This article provides a systematic analysis of the Republic of Korea's digital transformation experience through the prism of its institutional model and legal framework. The study highlights the evolution of the Korean model from a traditional “developmental state” to a “digital developmental state” concept and emphasizes the role of State Capacity. Furthermore, it examines the role of key political institutions, such as the Ministry of Science and ICT (MSIT) and the National Information Society Agency (NIA), in the decision-making process. The paper reveals the political significance of South Korea’s legal infrastructure, personal data sovereignty, and cybersecurity strategies in maintaining political stability. In conclusion, the article proposes practical and political recommendations for optimizing the architecture of national public administration institutions and improving the legislative framework in the context of implementing the “Digital Uzbekistan — 2030” strategy.
