abstract: This article analyzes the management strategies and institutional factors for developing women's leadership in the higher education system under the conditions of New Uzbekistan. Based on Presidential Decree No. PF-60, the Uzbekistan–2030 Strategy, and the regulatory and legal framework on gender equality, an institutional model for the development of women's leadership has been developed, and strategic recommendations for higher education institutions have been proposed.
