The study examines the historical development of these media organizations, the specific features of their legal regulation, governance systems, funding mechanisms, principles of editorial independence, audience engagement, and adaptation to digital transformation. Particular attention is paid to the role of public service broadcasters in ensuring citizens’ right to access objective information, strengthening democratic institutions, and supporting national information security. The similarities and differences between NHK and BBC in terms of organizational structure, public accountability mechanisms, financial sustainability, and editorial policy are examined. Drawing on international experience, the study identifies the most effective elements of public service broadcasting that contribute to increasing audience trust and ensuring high-quality information content. The findings may be used to improve public service broadcasting models, develop national media policies, and implement modern principles of public media governance in the context of digitalization.</mods:abstract><mods:originInfo><mods:dateIssued encoding="iso8601">2026-01-01</mods:dateIssued></mods:originInfo><mods:genre>Article</mods:genre></mets:xmlData></mets:mdWrap></mets:dmdSec><mets:amdSec ID="TMD_eprint_2097"><mets:rightsMD ID="rights_eprint_2097_mods"><mets:mdWrap MDTYPE="MODS"><mets:xmlData><mods:useAndReproduction>
