      "abstract": "This article analyzes the issues of justice, state governance, and human perfection in Yusuf Khass Hajib\u2019s \u201cKutadgu Bilig\u201d from historical-philosophical and axiological perspectives. \u201cKutadgu Bilig\u201d is interpreted not merely as a literary and didactic monument, but also as an important source of Turkic-Islamic political and philosophical thought. In the work, justice is presented as a fundamental criterion for the stability of the state, a moral foundation of the ruler\u2019s activity, and a basis for maintaining social balance. Human perfection is examined in close connection with the concepts of reason, knowledge, contentment, moral responsibility, and social duty. The study analyzes the concept of justice in \u201cKutadgu Bilig\u201d as an integrated system interconnected with the culture of governance, the personality of the ruler, the welfare of the people, and the ideal of the perfect human being.",
