In the work, justice is presented as a fundamental criterion for the stability of the state, a moral foundation of the ruler’s activity, and a basis for maintaining social balance. Human perfection is examined in close connection with the concepts of reason, knowledge, contentment, moral responsibility, and social duty. The study analyzes the concept of justice in “Kutadgu Bilig” as an integrated system interconnected with the culture of governance, the personality of the ruler, the welfare of the people, and the ideal of the perfect human being.</mods:abstract><mods:originInfo><mods:dateIssued encoding="iso8601">2026-01-01</mods:dateIssued></mods:originInfo><mods:genre>Article</mods:genre></mets:xmlData></mets:mdWrap></mets:dmdSec><mets:amdSec ID="TMD_eprint_2143"><mets:rightsMD ID="rights_eprint_2143_mods"><mets:mdWrap MDTYPE="MODS"><mets:xmlData><mods:useAndReproduction>
