      "abstract": "The article examines youth social activity from an institutional and cultural perspective. The problem is framed not as a deficit of motivation but at the level of the institutional channel that converts intention into collective action: young people are active, yet the mediating structure that carries activity through to a result has weakened. The weakening of four efficiency pillars \u2013 call, address, result and recognition \u2013 is demonstrated, and a \u201cdigital hashar\u201d model is proposed. The traditional hashar institution is subjected to a structural-functional decomposition in which each pillar is linked to a distinct theoretical tradition; the erosion of these pillars in the digital environment is explained as the institutional cause of symbolic activity (\u201cslacktivism\u201d). The theoretical framework draws on M. Granovetter\u2019s threshold model, E. Ostrom\u2019s institutional design principles, the Civic Voluntarism Model of S. Verba et al., and A. Hirschman\u2019s exit\u2013voice\u2013loyalty framework. The empirical base is a comparison of two national platforms operating within the same technological and legal environment: on one, participation grew 117-fold, while on the other only a small share of appeals reached the voting stage. The difference is related to how complete the four pillars are; the relationship is assessed as associative, and a route to testing it causally is set out.",
