The research is based on a large-scale questionnaire survey conducted in the Andijan, Namangan, Fergana, and Jizzakh regions in October 2025. The survey involved 310 respondents and 300 specialists, with the sample formed using a two-stage stratified sampling method. Comparative interregional analysis confirmed substantial differences in the factors contributing to poverty. The study introduces the phenomenon of re-registration following temporary exclusion from the registry—the “déjà vu” phenomenon—into academic discourse as a newly identified phenomenon indicating structural weaknesses in the social assistance system. Based on the findings, specific recommendations for improving the social protection system are proposed.</mods:abstract><mods:originInfo><mods:dateIssued encoding="iso8601">2026-01-01</mods:dateIssued></mods:originInfo><mods:genre>Article</mods:genre></mets:xmlData></mets:mdWrap></mets:dmdSec><mets:amdSec ID="TMD_eprint_2281"><mets:rightsMD ID="rights_eprint_2281_mods"><mets:mdWrap MDTYPE="MODS"><mets:xmlData><mods:useAndReproduction>
