It also examines the pedagogical, methodological, and axiological functions of philosophy in higher education. The didactic structure of the competence development process is identified through its anthropological, epistemological, prognostic, gnoseological, and axiological dimensions, and a pedagogical model consisting of four blocks — goal-oriented, content-based, organizational-methodological, and outcome-oriented — is substantiated. The article presents a methodological system based on five original methods: “Philosophical Reflection and Civic Position,” “Civic Decision-Making through Social Case Analysis,” “Debate and Dialogical Thinking,” “Philosophical Modeling and Social Forecasting,” and “Practical Engagement through Civic Projects.” The study is based on experimental research conducted at Fergana State University, Tashkent State Pedagogical University, and Bukhara State University. The findings demonstrate the pedagogical potential of philosophy in developing future teachers’ civic consciousness, social engagement, and reflective thinking skills.
