The study aims to identify the role of social institutions, including the family, educational institutions, state policy, civil society, and media platforms, in shaping youth cyberculture and to provide a philosophical foundation for its axiological, anthropocentric, and praxeological components. The research methodology incorporates a systemic approach, integrative analysis, content analysis, and comparative-philosophical analysis. Empirical data were analyzed on the basis of statistical reports from the Ministry of Digital Technologies of the Republic of Uzbekistan, UZCERT, and international organizations. The findings indicate that institutional mechanisms — including state digital policies, educational programs, and civil society activities — play an important role in developing youth cyberculture. The study proposes a conceptual model of cyberculture that provides a theoretical basis for the integrative interaction of its cognitive, axiological, and praxeological components. The findings can serve as a theoretical foundation for improving state programs and educational policies aimed at developing youth cyberculture, fostering a cybersecurity culture, and enhancing media literacy.</mods:abstract><mods:originInfo><mods:dateIssued encoding="iso8601">2026-01-01</mods:dateIssued></mods:originInfo><mods:genre>Article</mods:genre></mets:xmlData></mets:mdWrap></mets:dmdSec><mets:amdSec ID="TMD_eprint_2306"><mets:rightsMD ID="rights_eprint_2306_mods"><mets:mdWrap MDTYPE="MODS"><mets:xmlData><mods:useAndReproduction>
