INSTITUTIONAL FOUNDATIONS OF SOCIAL COOPERATION AND COMPROMISE POSITION IN NEW UZBEKISTAN: CONSTITUTIONAL AND AXIOLOGICAL ANALYSIS
This article examines the institutional foundations of social cooperation and the position of compromise in New Uzbekistan through the principle of the “social state,” the mahalla institution, and axiological-philosophical analysis. The first dimension traces the historical and philosophical development of the concept of the social state from L. Stein’s conception to T. H. Marshall’s theory of citizenship and compares liberal, corporatist, and social-democratic models based on G. Esping-Andersen’s typology. The study analyzes the constitutional and legal foundations of the model emerging in New Uzbekistan, emphasizing that Article 1 of the Constitution, adopted in its new edition in 2023, officially defined Uzbekistan as a social state for the first time. The second dimension considers the mahalla institution as a structural mechanism for strengthening national security. The principles of proximity, continuity, and informal influence within mahalla-based reconciliation mechanisms are interpreted as institutional means of implementing compromise in practice. The third dimension analyzes the axiological foundations of compromise by integrating I. Berlin’s value pluralism, M. Walzer’s concept of “thick and thin” morality, and Abu Rayhan Beruni’s empirical-comparative method. This synthesis forms a model of “layered harmony” between national and universal human values. The model also establishes the boundaries of compromise: the “thick” layer encompasses national traditions and customs, while the “thin” layer concerns human dignity and fundamental rights. The article substantiates the functional significance of social cooperation and compromise mechanisms for national security.",
