It examines the social, economic, and cultural factors influencing the harmonization of human capital, as well as the relationship between human capital and broader social objectives in the context of globalization and digital transformation. The findings indicate that aligning human capital with broader social goals constitutes a strategic mechanism that integrates economic efficiency, sustainable development, and social justice. The article presents two original tables derived from the dissertation research, which characterize the axiological foundations and systemic factors. In the context of New Uzbekistan, human capital development is considered a priority area of state policy. The study employs methods of analysis and synthesis, dialectical and synergetic approaches, the principles of historicism and logical analysis, as well as systemic and comparative analysis.</mods:abstract><mods:originInfo><mods:dateIssued encoding="iso8601">2026-01-01</mods:dateIssued></mods:originInfo><mods:genre>Article</mods:genre></mets:xmlData></mets:mdWrap></mets:dmdSec><mets:amdSec ID="TMD_eprint_2313"><mets:rightsMD ID="rights_eprint_2313_mods"><mets:mdWrap MDTYPE="MODS"><mets:xmlData><mods:useAndReproduction>
