Sources and scholarly-administrative publications from the Russian Empire period, Soviet historiography, studies conducted during the independence period, and contemporary foreign literature are examined using a historical-comparative approach. Methodological differences in the interpretation of the administrative hierarchy of region–uyezd–volost–village, the institution of the military governor, local administrative structures, and territorial transformations are identified. As a result, the historiography of the issue is periodized into the Russian Imperial, Soviet, and independence periods, while the continuing need for a comprehensive comparative study of the subject is demonstrated.</mods:abstract><mods:originInfo><mods:dateIssued encoding="iso8601">2026-01-01</mods:dateIssued></mods:originInfo><mods:genre>Article</mods:genre></mods:mods>
