Sen and M. Nussbaum’s capability approach and G. Becker’s human capital theory. The article analyzes legal and institutional changes from Law No. ZRU-415 of 2016 through the introduction of the “Inson” Social Services Centers in 2023 to Law No. ZRU-1159 “On Social Work” of 2026.
