N2  - This article examines the legal framework for social services in Uzbekistan in relation to the development of human capabilities. Human capabilities are interpreted through A. Sen and M. Nussbaum?s capability approach and G. Becker?s human capital theory. The article analyzes legal and institutional changes from Law No. ZRU-415 of 2016 through the introduction of the ?Inson? Social Services Centers in 2023 to Law No. ZRU-1159 ?On Social Work? of 2026. On this basis, several directions for further improvement of the legal framework are proposed.
