Therefore, the purpose of the study is toidentify and systematize the pedagogical conditions that ensure the successfulimplementation of this process. Drawing on theoretical analysis, comparative-descriptiveanalysis, and generalization, the study establishes a scientifically grounded systemcomprising six groups of conditions: institutional-resource, personnel preparation,didactic-methodological support, psychological-pedagogical environment, monitoringand assessment, and regulatory-organizational conditions. Each condition is describedseparately, and their hierarchical and functional interrelationships are identified; inparticular, the regulatory-organizational condition is shown to provide the formal basisfor all other conditions. Based on the findings, specific recommendations are proposed fordeveloping an internal audit checklist for educational institutions, introducing specializedtraining programs for teachers, and empirically assessing the contribution of eachcondition to competence development in future research.</mods:abstract><mods:originInfo><mods:dateIssued encoding="iso8601">2026-08-14</mods:dateIssued></mods:originInfo><mods:genre>Article</mods:genre></mets:xmlData></mets:mdWrap></mets:dmdSec><mets:amdSec ID="TMD_eprint_2455"><mets:rightsMD ID="rights_eprint_2455_mods"><mets:mdWrap MDTYPE="MODS"><mets:xmlData><mods:useAndReproduction>
