N2  - This article analyzes the conceptual foundations of the pedagogical educationcluster and the stages of its development from 2019 to 2025. It examines the transfer ofthe concept of the ?cluster? from economic theory to pedagogy, its distinction from inter-institutional cooperation, and the functional distribution of roles among clusterparticipants. The body of research is divided into six stages according to substantivepriorities, and prospective directions for further evaluating cluster effectiveness areidentified.
