In this context, the concept of neuro-AI competence is becomingincreasingly important, as it combines AI literacy with cognitive self-regulation, reflectivejudgement, and ethical awareness. This article examines the theoretical and pedagogicalfoundations for developing students’ neuro-AI competencies under conditions of digitaltransformation. The study is based on a narrative analytical review of international policyframeworks, scholarly literature, and current research on artificial intelligence in highereducation. Particular attention is given to UNESCO’s AI competency framework, theEuropean Union’s approach to AI literacy, OECD perspectives on AI-supported learning, and contemporary theories of cognitive regulation, self-regulated learning, andmultimedia learning. The analysis demonstrates that neuro-AI competence should beunderstood as an integrated pedagogical construct encompassing the critical verificationof AI-generated outputs, prompt culture, cognitive load management, multimodalreasoning, academic integrity, and reflective learning. The findings further indicate that effective AI-supported learning depends not on the passive reception of generatedanswers but on students’ ability to independently analyze, verify, revise, and justifyinformation. The article concludes that higher education institutions need a process-basedpedagogical model that teaches students to combine the use of AI with cognitiveindependence and ethical responsibility. Such an approach can strengthen analyticalthinking, enhance reflective learning, and support the development of academicallyresponsible graduates in digitally transformed educational environments. date: 2026-08-14 type: Article type: NonPeerReviewed format: application/pdf language: en identifier: https://arxiv.publishscience.uz/2477/1/fulltext.pdf identifier: Zaripova, Dilnoza (2026) COGNITIVE AND PEDAGOGICAL FOUNDATIONS OF DEVELOPING STUDENTS’ NEURO-AI COMPETENCIES IN DIGITALLY TRANSFORMED HIGHER EDUCATION.
