Всесторонне рассматривается роль государственных органов и институтов гражданского общества в формировании избирательной культуры, а также влияние избирательного законодательства, юридического образования, средств массовой информации и цифрового информационного пространства. Кроме того, выявлены системные проблемы, сдерживающие развитие избирательной культуры в стране, и предложены научно-теоретические выводы по их устранению.
