THEORETICAL FOUNDATIONS OF THE “SERVICE STATE” CONCEPT IN THE INTERNAL AFFAIRS SYSTEM

This article provides a scientific and philosophical analysis of the theoretical foundations of the“service state” concept in the internal affairs system, its place in the modern paradigm of publicadministration, and the transformational development processes of law enforcement agencies. The studyconceptually explores the transition trends of state power institutions from the traditional “control andpunishment” model to a “service-oriented approach” focused on serving citizens. It also analyzesmechanisms of interaction between internal affairs bodies and society, principles of openness andtransparency, and the theoretical foundations of a governance system that prioritizes citizens’ interests.
