THE PRIMARY PURPOSE OF LOCAL REPRESENTATIVE GOVERNMENT IS TO SERVE THE INTERESTS OF THE PEOPLE

This article provides a socio-philosophical analysis of the principle of serving the interests of the people as the primary purpose of local representative government. It examines the role of national and cultural identity in the functioning of local representative institutions, highlighting its institutional, legal, axiological, and political-cultural dimensions. The study demonstrates the significance of national and cultural identity in ensuring social stability, strengthening solidarity among diverse cultural groups, enhancing citizens’ political and civic participation, and increasing public trust in representative institutions. Furthermore, the institutionalization of national and cultural identity and its interaction with education, culture, the mahalla system, and civil society institutions are analyzed. The research argues that when implemented through effective and inclusive governance, national and cultural identity serves not as a source of social division but as a factor promoting social cohesion and integration. The article presents scientific conclusions and practical recommendations aimed at improving local representative government, increasing civic engagement, and enhancing the effectiveness of democratic governance.
