THE MAHALLABAY WORKING SYSTEM IN BUKHARA REGION: ORGANIZATIONAL BASIS, PRACTICE AND RESULTS

This article analyzes the essence, legal and organizational basis of the mahallabay working system introduced in Uzbekistan in 2021–2022, and its practical implementation on the example of Bukhara region. The article covers the origin of the system, the establishment of the institution of the “governor’s assistant”, the practice of household-by-household study of the socio-economic status of the population through the “temir”, “oyollar” and “yoshlar” notebooks, as well as the experience of providing employment through cotton-textile clusters and home-based businesses. The research results show that the mahallabay working system serves as an important mechanism for reducing poverty and ensuring employment of the population, but at the same time there are certain problems in increasing its effectiveness.
