Abstract
This article analyzes government decision-making mechanisms for identifying poverty and allocating resources from a political science perspective. Using Uzbekistan as a case study, a three-layer model comprising regulatory, informational, and discretionary dimensions is proposed. The study also identifies and substantiates approaches to reducing targeting errors and institutional risks.
