Abstract

The article examines Uzbekistan’s cultural diplomacy within TURKSOY in 2019–2026 through Joseph Nye’s concept of soft power. Uzbekistan’s accession to the Turkic Council in 2019 and its ratification of the founding TURKSOY agreement in 2022 are distinguished as separate legal processes. The cultural-capital designations of Khiva (2020) and Andijan (2026), together with the institutional opportunities for cultural cooperation, are analyzed. The article notes that assessing the impact of such activities on international perceptions requires additional empirical evidence.
