Abstract

The article examines the characteristics of stability and variability of the literary language norm based on Uzbek and English linguistic materials from a comparative sociolinguistic perspective. It analyzes the views of the Prague Linguistic School, Russian and Uzbek theories of language norms, and Western sociolinguistics concerning the antinomy of linguistic norms, substantiating the uneven distribution of stability across different levels of the language system. Internal and external factors contributing to normative changes in orthography, vocabulary, and grammar are identified, and the stages of norm shifts occurring through competition between linguistic variants are described. The study demonstrates that orthographic rigidity in English coexists with grammatical and lexical flexibility, whereas in Uzbek, the grammatical core retains its stability even under conditions of script instability.
